If they're truly a scammer, then I've been scammed. Been waiting on a sketch for my fully-paid commission for over a year now. Honestly just thought they died in hospital because they were claiming to be in it for months straight with barely any activity. I know someone that got something in the past and said it was a struggle for a long time too. At least that gives a little hope but it seems you are waiting even longer than me. The account was blocked for a while and there is no explanation for it.

It's not really "terrorizing", it's farming watchers with the generic "you have a cool character/ your gallery is amazing" shouts, copy-pasted through hundreds of accounts. If you see someone doing it, it instantly should raise a suspision, if they also DM you with a commission offer, without any prior contact, that should be an instant red flag.
It's a common scammer tactic. Gather as much attention as possible in short while, open for "commissions", send out invoices, get money and bail.
Although in this case I think he was more of a middle-man, another type of scam. It's a very common to russians nowadays, since how low the ruble is standing. It works by having them find an artist that doesn't speak english and using them to draw commissions, but they give them only the half of what you've got charged.

He was legit 2 years ago. Shame now that he is a shameless scammer...

Yeah, he tried to scam me but I did not bite as it is a policy of mine to not commission those who solicit in DMs. No matter what.

His profile was very convincing though, a lot more so than most scammers. Even I thought he might be legit, but thankfully he has been banned.

Yup I got a commission from them a while back, they were incredibly hard to work with but I managed to get their prices down but after the hassle I never worked with them again
