It's actually a reference to the Gen 2 Pokemon games. Once you have access to Cerulean Cape, you can visit Bill's cottage which is being taken care of by his grandfather while Bill himself is in Goldenrod. He'll ask you to show him "a Pokemon with a long tongue", and if you show him a Lickitung he'll give you an Everstone. You can then go back regularly to get various evolution stones from him by showing him various Pokemon he asks to see.
