For those that are familiar with "Ringing Bell of Chirin" I decided to do a crossover image with Bellwether in there with him, inspired by the thought that Chirin and Bellwether have a lot in common with their goals, becoming the very thing they wish to destroy. Ringing Bell of Chirin was quite a controversial anime film in it's time when released in America, with parents complaining that it created emotional trauma and nightmares in their children, outraged at the G-rating when it takes a dark twist into a violent, morbidly, depressing dark story that also represents the post WWII society, the loss of childhood, innocence, and loved ones. Bellwether is not the only sheep villain in cartoon history, long before she ever existed, there was Chirin who starts out as an innocent lamb at the very beginning, but then he himself becomes a wolf in sheep's clothing. The truth is that both sheep villains become wronged by predators that have crushed their innocence and broke them to a point that set them on a dark path of vengeance, later becoming the very thing they wish to destroy. Both later use fear to control others and create havoc. But what drove them to that dark path is quite understandable, proving that villains were once innocent children. One of the many agendas of "Ringing Bell of Chirin" was to show how a criminal is born, like how crime increased in Japan after WWII. The Self-Hate and identity confusion that Chirin exhibits was a common trait of many Japanese nationals who had began to realize that they were brainwashed and that the government had lied to them about many things. At this moment, many Japanese people decided to venture away from Japan, believing that they could find a new life away from the horror they experienced in the post WW2 Japanese society.
The many things these two have in common: Both deal with issues like non-comformity, self loathing, depression, revenge, stress, and discrimination. They are similar in their tragic belittlement and mistreatment by others that caused it. Both start out adorable and soon become crushed emotionally by heedless predators, eventually evolving into complete power hungry villains, gaining glory through wreaking fear and havoc. Their names have the meaning and mention of a bell. Both wear the same bell around their necks and never take it off. By the time these two develop self hatred of their own images, it was bound to create psychological problems while battling depression, isolation, and loneliness in an attempt to find a way to become the very thing they wish to destroy. Both might as well have ended up more isolated, sadder, and alone than before.
"Throughout your life you will be burdened by grief and despair, but through that suffering and pain you will grow sharp and strong fangs. And even in your darkest moments they will be there to protect you. They will be the fangs of your heart."
Then Chirin says: "The Fangs of my heart? Then someday I will use them to grow so strong that I will get my revenge for the crimes you committed against me. Someday I will become so strong that I will kill even you! SOMEDAY I WILL KILL YOU!."

And he DOES kill that wolf. There's some interesting differences, even opposites there. Bellwether serves under a bigger, more powerful predator as well. But Lionheart thinks (or at least claims) he's doing good. He is weak minded and arrogant and this hurts those around him. Lionheart, or Zootopia, is based on the idea that the world and people can change for the better. Chirin also serves under a predator, but one who accepts he is evil, that the world is evil and cannot be changed, the weak WILL be devoured. He is very aware of this fact and hurts those around him either out of necessity or to make them stronger.
Two different mentors that teach their charges two different things. A tragedy in both, though I fear, moreso in he case of Chirin, there there is no hope, no change. The world is full of misery and shall always be so. TO fight it is to join it.
