
I'd say spoilers, but this is such an old game it really doesn't matter.
Tenpenny Tower always annoyed me. Bunch of rich people living in the middle of the wasteland, in a building in the middle of nowhere. No supporting facilities, only a brief explanation of how these people even had money. No proximity to communities or resources to build up that wealth. And as per usual problems like this get my creativity flowing, and couldn't resist redesigning the tower.
In my fiction it's a full-on settlement, a tiered society based on class, in the spirit of the original Tenpenny Tower. With access to it's own food, as well as supporting structures for the business endeavors of it's residents. This caste based society would serve as a contrast to that of Megaton, which has no strict class distinctions. Its more orderly structure would also contrast that of the comparably chaotic Megaton. Various areas are numbered, and described below:
1. Slum neighborhood. This is for the absolute poorest of society, the destitute and outcasts. Few have any kind of employment at all. Not allowed the privilege of living even within the walls of the lower working class community (Area #2). Despite being outside the walls, mere proximity to the tower still gives them some safety from the dangers of the wasteland.
2. Lower Town. This is for the working class. Tenpenny Tower servants, employees of various businesses owned by tower residents, as well as the separate businesses that cater to them.
3. Old Power Plant. A former powerplant for the tower when it was first built, this building has since been converted for manufacturing and repairing items. Mostly weapons, to be sold by trading companies owned by Tenpenny residents. Machinery would have been scavenged from a nearby arms factory. Workers live in the nearby Lower Town.
4. Bridge for managers to enter factory directly from Tenpenny Tower.
5. Maintenance Shed for Trading Caravans. Built as maintenance buildings for Tenpenny Tower before the war. Used for maintenance of caravan wagons and pack Brahmin. Also used as stopover for outside caravans to bring imported goods.
6. Tenpenny Tower. Just like in the game only those who can afford it, along with their security, live there. Now with improved courtyard with swimming pool.
7. Farm for wealthy residents. Separate from the farming area Lower Town residents use (#9). Protected by a wall.
8. Brahmin Herd. For tower residents and trading caravans only. Also protected by a wall.
9. Lower Town Farming Area. This is where the Lower Town residents grow their food.
For those who don't know, (spoilers, even though this game is approaching 20 years old now) the main quest for Tenpenny Tower involves you detonating a nuke in Megaton for literal mustache twirling villains, in their almost literal ivory tower. With the reason being that they consider Megaton an eyesore. Megaton, a barely visible blip on the horizon, with miles of ruins and wasteland in between. Plus dead trees, ruined buildings and rubble right at their feet.
Instead, in my fiction Tenpenny Tower has a rivalry with Megaton, with their respective caravans competing for business in surrounding settlements. Annihilating Megaton would be a convenient way for the Tenpenny residents to eliminate their competition, and establish a monopoly in the region. Instead of the nuclear bomb just being there in the open for decades, I'd have it so the bomb was only recently discovered after a dig. It would be guarded, but not disarmed, since nobody would know how, or if its even live or not. The mission would be to infiltrate the guards, and either arm or disarm the bomb.
This would also involve a moral decision of whether or not to tell Megaton about Burke and Tenpenny's plan. With the possibility of causing a war between the two settlements. Maybe a route to convince Tenpenny/Burke against trying to nuke Megaton.
