It's called a fidget cube. It has a collection of different tactile features, like buttons, a switch, a thumb stick, things like that. They don't actually do anything, they're just there to alleviate boredom and ease nerves, or to help people with conditions like ADHD, who often can't focus without doing something with their hands.
